The invention of basic qualifications: the ‘solution’ for professionalizing high school education (Brazil, 1975)

Abstract

The Law nº 5.692/1971 instituted changes in the teaching of 1st and 2nd grades, the main ones being the professionalization and the terminality of the latter with the purpose of forming manpower for the demands of the labor market. Based on historical-dialectical materialism, the Basic Qualifications (HB), created in 1975, are analyzed as a solution to the difficulties of implementation of this Law. It is used as sources the legislation edited at the time: the Ordinances nº 45/72 and 76/75 and those that created the 10 HB. It was noticed that these were conceived in order to implement the law and did not give, to the former students, good opportunities to be inserted in the market, since they would occupy subordinate functions as assistants of the medium level technicians if they did not complete their studies in a technical school.
